Sarasota Plumbing FAQs: Emergencies, Permits, Licenses and Who to Call

Short answers to the questions that come up most, with the City, County and state numbers where they apply. Each answer points to the page that covers the problem in full.

Clear the leaves before reading your meter, since the dial can hide underneath them.

When something is going wrong right now

What should I do first during a plumbing emergency at my Sarasota home?

Stop the water, make the area safe, then call. Close the main valve, switch off power at the panel only if you can reach it dry, photograph the damage and describe it on the call. The full set of steps is on the burst pipe page. If you smell gas, leave the house and call 911.

What should I do about plumbing after a storm or flood?

Start with the notice from the utility that serves your address, and follow a boil-water notice while it is in effect. When pressure returns, look under sinks and around the water heater for new drips. If drains slow or back up across the whole house, call the utility for your address first. If water came inside, drying and cleanup after a leak has its own phone number. If your home is in a flood zone, repairs may count toward the 50 percent rule, so ask the building office before major work.

Is a ceiling or wall stain always a plumbing leak?

No. A stain that appears during or right after rain points to the roof. A stain that appears in a dry week and grows slowly points to a pipe above it. Turn off every tap and watch the water meter. If the dial still moves, water is escaping somewhere. See tracking down a hidden leak for how a plumber finds it without opening every wall.

Who to call at your address

If my drains back up during heavy rain, who do I call?

The sorting is the same in any weather. One fixture that will not drain is nearly always your own plumbing, so call a plumber. Every drain in the house backing up, or neighbors with the same problem, may be the public pipe, so call the utility for your address first: City of Sarasota Utilities on 941-263-6884, option 2, Sarasota County Utilities on 941-861-6790, or Manatee County Utilities customer service on 941-792-8811.

Which office covers my address, the City or the County?

Look at your water bill, because the name at the top is the utility that owns the pipe at your meter. Gillespie Park and Rosemary District are City neighborhoods. Siesta Key and Palmer Ranch are unincorporated Sarasota County. Bayshore Gardens and South Bradenton are in Manatee County. Permits follow the same split. Each place has its own page, listed on the areas page.

Do you serve my ZIP code?

The ZIP codes we cover today are listed on the areas we serve page. That list changes, so the safest check is a call. Give your ZIP code and your street address and you will hear whether we can help.

Who is responsible for a leak between the water meter and my house?

It depends on the utility and on where along the line the failure is. Ask your utility to tell you where its responsibility ends before you agree to pay for a repair, and ask the plumber to show you where the failure is. A meter test helps: with every fixture off, a moving dial confirms water is escaping, and shutting the main valve tells you whether the leak is on your side of it.

Permits, licenses and digging

What plumbing work needs a permit in the City of Sarasota?

The City Building Division's guideline exempts clearing a stoppage or repairing a leak when no valves, pipes or fixtures are replaced or rearranged, and treats replacing concealed pipe as new work needing a permit and an inspection. It does not name water heaters, so call the Building Division on 941-263-6494. For unincorporated Sarasota County addresses the office is County Building on 941-861-5000. Ask your plumber what will be pulled, and for the permit number afterward.

Do I need a permit to replace a water heater in Sarasota?

Do not assume either way. The City of Sarasota Building Division's guideline does not name water heaters, so call 941-263-6494 for the City or 941-861-5000 for Sarasota County Building, and ask who will confirm and pull any permit. A change to the venting, gas or electrical connection may matter more than the swap itself. See water heater replacement.

How do I check a Florida plumber's license?

Get the license number and category from the plumber before work begins. Search it at myfloridalicense.com, then confirm the name and category match the person at your door. Florida separates certified contractors, who hold a state certificate and may work anywhere in the state, from registered contractors, who hold a local registration and may work only where it was issued. A plumber who hesitates to give the number has answered a different question.

Do I need to call 811 before a sewer or water line is dug?

Yes, before any digging. Sunshine 811 asks for notice at least two full business days ahead, and the member utilities, not Sunshine 811 itself, mark their lines. When a sewer or water line needs excavation, ask the plumber who is placing the call and when the marks will be done.

Clogging sinks, high water bills and other common questions

Why does my kitchen sink keep clogging?

A sink that clears and then clogs again usually has buildup past the reach of a plunger. If it returns within weeks, ask for a camera look instead of another quick clearing. See clearing a repeat clog for the options, and a line that needs more than a cable.

How often should drains be professionally cleaned?

There is no calendar interval that fits every house. Clear a drain when it slows, and treat one that returns every few weeks differently: ask for a camera look to find the cause instead of another quick clearing. Grease, hair, scale and roots each call for a different fix, which the drain cleaning page lays out.

Is a high water bill a leak, and how do I check my meter?

Often, yes, but check before you assume. Turn off every tap, the dishwasher, the washer and the ice maker. Read the meter, wait fifteen minutes without using water, and read it again. If the reading moved, water is leaving the system. Leak detection finds where.

What are the signs of a slab leak?

Warm tile, a damp floor edge, the sound of water under the house with every fixture off, or a meter that moves with the house shut down. The slab leak page covers how a leak under the floor is found and what the repair options are.

Should I repair or replace a water heater that is leaking?

Water at the base of the tank or from a seam means the tank itself has failed, and no part will fix it. That points to a replacement unit. If the trouble is a part, such as a thermostat or a valve, see repairing the heater you have.

My garbage disposal hums but will not spin. What can I check?

Switch the disposal off at the wall and at the breaker before reaching in. A hum with no spin usually means something is jammed. Many units have a reset button on the underside. If it keeps tripping, see disposal repair and replacement.

Why does my toilet run on its own without being flushed?

A toilet that refills when nobody has flushed it is leaking from the tank into the bowl. The usual cause is a flapper that has hardened and no longer seals, or a fill valve that is not shutting off. Put a few drops of food coloring in the tank and wait fifteen minutes without flushing. If color shows in the bowl, the flapper is leaking. Toilet repair covers what else to check.

When is pipe lining a better choice than digging up a sewer line?

Lining fits when the old pipe is still roughly continuous and round: cracks, small offsets or roots at the joints, or corroded pipe that is still intact. It usually does not fit a collapsed or badly offset section, or a deep belly that holds water. The camera recording decides, so ask to see it. Pipe lining explains what happens on the day of the work.

What does water damage restoration cover when a leak caused it?

Removal of standing water, drying of wet materials and cleanup of what the water reached. It is separate from the plumbing repair that stops the leak. See what the drying involves.

What changes the price of a plumbing visit?

The diagnosis. How hard the problem is to reach, what has to be opened and patched, the parts needed and whether a permit is required all change the price, and a plumber should quote after finding the cause. See how plumbing prices are quoted.

Your question is not here?

Call and describe the problem. If water is running, shut the main valve first.
